I believe that good writing is a product of good reading skills, which to some degree is something that one can be born with. If one is not endowed with strong reading skills, it certainly presents a disadvantage, but there is room for everyone to improve as a reader and more directly related to the question, to improve as a writer. Having constructive criticism applied during every step of the writing process improves the writer's awareness of how thoughts are presented to the reader. This can always be improved on and thus, good writing is more of a talent than a skill.
